African famers need freedom to farm

New UN report calls for a green revolution for Africa. Such calls are almost always followed up by demands for more foreign assistance. But schemes like “Feed the Future” will achieve very little given the status quo: many African governments (despite numerous promises) still devote less than 10% of their national budgets to agriculture, over-tax and over-regulate farming and crowd out the private sector.
