Are patents a barrier to life saving technology?

NGOs complaining about intellectual property protecting a good that is hugely useful for humanitarian aid, even though there is no evidence that intellectual property rights are preventing access and removing these rights could be counterproductive and harmful for the poor?  Stop us if you’ve heard this one before.
