Since the breakup of the Soviet Union, and despite economic turmoil and armed conflict in the region, Croatia has managed to reform its health care away from a centralized Soviet model towards a greater mixture of public and private sector. However, much public provision is characterized by long waits even for basic services and shortages of drugs.

The pharmaceutical industry in Croatia is relatively small and is dominated by local and regional generic suppliers. As part of its EU accession reforms, the Croatian government has reduced tariffs from 14% to zero in the last decade.
