The state health system nominally covers 60% of the population. However, the system suffers from many of the common complaints with developing country health care: people are often charged for ostensibly "free" health care and hospitals are under-equipped and understaffed.

The poor are frequently taxed twice to receive coverage, paying once through their taxes and again unofficially on point of treatment.

Pharmaceutical imports are exempt from tariffs, although VAT on medicines is levied at 12%. There is a significant problem with counterfeit drugs in the country.
