Jamaica

Most medicines are nominally free under Jamaica's guarantee to provide universal health care. This has lead to problems with supply, and long queues frequently form outside pharmacists before they open, many of which are then turned away. This comes at a great cost in time to patients. Jamaica also levies an average 11% tariff on medicines.
