Mozambique's high burden of infectious disease is largely a result of its poverty. Over 12% of the population is estimated to be infected with HIV and over 18% is estimated to have malaria, among the highest rates in the world. Poor access to primary health care facilities has exacerbated these problems. Foreign aid still accounts for 73% of the Mozambican government's health budget.
