Since the collapse of communism, Uzbekistan's healthcare system has struggled with transition. Basic medical supplies such as disposable needles, anesthetics, and antibiotics are in very short supply. Although all citizens nominally are entitled to free health care, in the post-Soviet era bribery has become a common way to bypass the slow and limited service of the state system.

6% of drugs are manufactured locally, with the majority of the remainder imported from former Soviet countries and Western Europe, although the government has stated it plans to become self-sufficient in the manufacture of essential medicines.

The since 2001, the government has increased tariff rates for all imported medicines from 0% to 5%.
